splitSeg.tcl: Split PDB File According to SEGID etc.

Flag	Argument	Default	Description
`-in`	`pdbName`	`ref.pdb`	Input PDB File.
`-out`	`outTemplate`	`%s.pdb`	Output PDB Template.
`-parm`	`parmName`	`SEGID`	Parameter for Split: LOCID CHAINID ICODE SEGID.
`-null`	`nullName`	`NULL`	Value to Use for Empty SEGID.

Notes:
Output files will be named according to parameter value.
